What is the Children’s Home and Community Based Services Waiver?

The Children’s Home and Community Based Services Medicaid waiver is an extra set of Health First Colorado (Medicaid) benefits that your child could qualify for. Children that meet the qualifications will get the benefits that can help keep them in their home. Waivers can have extra program rules. The purpose of the Children’s Home and Community Based Services Medicaid waiver is to excess parental income and/or resources.

Who is eligible for the Children’s Home and
Community-Based Services Waiver?

The Children’s Home and Community Based Services Medicaid waiver is for children with significant medical needs and at risk for institutional care in an acute hospital or skilled nursing facility. If your child receives services through the CHCBS Medicaid waiver, your child is eligible for all Colorado Medicaid-covered services. This includes, but is not limited to:

*Private Duty Nursing, Skilled Nurse visits, Paid parent caregiver programs including C.N.A., and/or I.H.S.S.

*PT, OT, ST or Feeding Therapies (home or clinic)   *Medical equipment   *Medical Supplies   *Medications

If your child receives services through the CHCBS Medicaid waiver, your child is eligible for all Colorado Medicaid-covered services. This includes, but is not limited to:

Eligibility Requirements for the CHCBS Medicaid Waiver

Your child must meet both financial and program criteria (level of care) to be eligible for the Children’s Home and Community Based Services Medicaid waiver. Your child must also be willing to receive services in your home or community to use waiver benefits. 

·Financial: Your child’s income must be less than $2400* per month, and his/her countable resources must be less than $2,000. Due to the parent or guardian’s income and/or resources, your child must not be otherwise eligible for any other Health First Colorado program. (See SSI​ website for current information) Basically, your child can’t have any savings or assets that are more than $2000 total. This would include savings accounts (in their name), college funds, etc. Parents’ (household) income must be MORE than approximately $2400 a month. This is gross (before taxes). This would include income from employment, retirement, pension, disability, child support, etc. 

·Level of Care: Your child must need long-term support services at a level comparable to services typically provided in a skilled nursing facility and/or an acute hospital. Your child must meet the Social Security Administration (SSA) definition of disability. Explained: Your child must meet the definition of “medically fragile.” For children with a behavior diagnosis (no additional medical diagnosis), they would be better served on a different waiver. 

·Eligibility Group: Your child must not have reached his/her 18th birthday. Your child requires medical care that would typically be provided in either a skilled nursing facility and/or an acute hospital.
